Longtan West Lake Regulation and Storage Project Officially Started on 14th

  Longtan West Lake Regulation and Storage Project was officially launched on the 14th. The launching ceremony was attended by heads of Dongcheng Housing and Construction Committee, Dongcheng Environmental Protection Bureau, Dongcheng Urban Management Enforcement Bureau, Tiyu Road Sub-district Office, Dongguan Landscaping Center, Longtan West Lake Park Management Office and Beijing Municipal Drainage Group. Since the combined rain-sewage network system passes the area of Longtan West Lake, the pollutants deposited in the pipes on sunny days will overflow with rainwater, and discharge into Longtan West Lake and South Moat, thereby causing pollution which is called combined sewer overflow (CSO). After this project is implemented, the average annual CSO overflows will be reduced to ≤4 times, and to ≤2 times after upstream rain and sewage diversion project is carried out in the long run. At the same time, the main indicators of treated effluent water quality will reach Class IV of the surface water, and the water quality of Longtan Lake and South Moat will be further improved. The project will also help to improve the peak regulation and storage capacity in the drainage basin to ensure security in preventing and controlling flood during the flood seasons. The launching meeting made the following requirements: First, reasonable construction period should be arranged according to the liability statement of water environment management objective to ensure the completion of the project before the flood season in 2019. Second, strict construction management and industry supervision must be implemented according to the construction requirements of water conservancy projects to ensure project quality; safety and environmental responsibilities must be fulfilled; dust and noise must be controlled; and "six 100%" must be implemented (100% fencing enclosure of the construction sites, 100% coverage of piled materials, 100% cleaning of vehicles coming in and out of the sites, 100% ground hardening, 100% water sprinkling to reduce dust, and 100% enclosed transport of materials especially soil). Third, overall planning and coordination must be strengthened by the sub-district and park management offices under whose jurisdiction the project is implemented to reduce the impact on residents and tourists, and offer explanations to them.
