Snapshot App Promoted by Dongcheng Grid-based Service Management Center Bears Initial Fruits

 

Dongcheng Grid-based Service Management Center has actively implemented the requirements of the CPC Dongcheng District Committee to put into practice the Implementation Opinions on Party Construction to Lead the Intuitional Innovation on Sub-district Management and Realize Fast Response System . The center has successfully established a channel to collect and reflect issues in a broader, more convenient and faster manner. Dongcheng Citizen Snapshot App is thus developed, which went online in May 2008 with a User Manual. Only 8 months after the Snapshot App went online, both the monthly average and total amount of the reported cases exceeded those from other public reporting channels. It has become the most popular and most used public participation channel, with a total of 1156 following users, in which 863 have registered (including 399 successfully-registered network assistants, accounting for 46%), and 293 visitors. As of December 31, 2018, a total of 7002 cases were reported and 6,626 were closed, with a satisfaction rate of 97%.

In accordance with the guiding principles of the meeting of the CPC Beijing Municipal Committee Inspection Team, and the requirements from district leaders, the Dongcheng Grid-based Service Management Center issued the Notice on Requiring Network Assistants to Strengthen the Inspection and Reporting Mechanism of Environmental Issues in Closed Communities and Courtyard to each sub-district on 21 December, 2018. This move aims at giving a bigger role to sub-district network assistants to play. In order to gain a deeper understanding of the current situation of App use, the Social Service Section and the Science and Technology Information Section have studied the statistics regarding the reported cases in the background. They have also carried out a survey to study how network assistants are using the application.

From December 21, 2018 to January 4, 2019, all sub-district network assistants reported 22 cases through the Snapshot App, including 16 from Chongwai Sub-district and 6 from Beixinqiao Sub-district. Judging from the types of the cases, the most reported one is urban appearance and environment, totaling 17 cases, accounting for 77%; street order, totaling 2 cases, accounting for 9%; advertising, totaling 2 cases, accounting for 9%; civil dispute, totaling 1 case, accounting for 5%. Judging from the case handling departments, sub-district office takes the main responsibility, handling 19 cases, accounting for 86%; Dongcheng Housing Management Bureau accepted 4 cases, accounting for 14%. So far, a total of 19 cases have been processed and closed.

In the next step, the Social Service Section will actively communicate with each sub-district, and urge network assistants to use the Snapshot App to report cases and regularly report relevant work information.
